OGRA Approves Major Increase in Gas Prices for Domestic Consumers Starting July

Islamabad – The Oil and Gas Regulatory Authority (OGRA) has officially approved a significant hike in gas prices for domestic consumers across Pakistan. The revised tariff, effective from July 1, 2025, has been notified, bringing a fresh wave of concern for inflation-stricken households.
New Gas Price Structure Announced
According to the notification, domestic gas consumers will now be divided into two categories — protected and non-protected, each with different rate slabs:
- Protected Domestic Users: Will pay Rs. 200 to Rs. 350 per MMBTU
- Non-Protected Domestic Users: Will be charged between Rs. 500 and Rs. 4,200 per MMBTU

Additionally, fixed monthly charges have also been imposed:
- Rs. 600 for protected users
- Rs. 1,500 for non-protected users
- Non-protected users consuming more than 1.5 hm³ of gas will face Rs. 3,000 in fixed charges
Revised Rates for Other Sectors
OGRA also issued new rates for various institutions and industries:
- Hospitals, government, semi-government institutions, and educational facilities: Rs. 3,175 per MMBTU
- Tandoor operators (Roti shops): Rs. 110 to Rs. 700 per MMBTU
- Commercial users: Rs. 3,900 per MMBTU
- General industry: Rs. 2,300 per MMBTU
- Captive power units: Rs. 3,500 per MMBTU
- CNG sector: Rs. 3,750 per MMBTU
- Cement factories: Rs. 4,400 per MMBTU
- Fertilizer plants: Rs. 1,597 per MMBTU
- K-Electric and other power plants: Rs. 1,225 per MMBTU
This price adjustment is expected to have a wide-ranging impact on consumers and industries alike, adding further pressure to rising living costs. OGRA maintains that these revisions are part of a broader policy to regulate the gas sector and recover supply costs.
